There’s a lot to look forward to in the coming new year, but nothing’s quite as exciting as the 2023 BTO launches. As per the recent Budget 2023 on 14 Feb 2023, families with children and married couples aged 40 and below will get an extra ballot for their BTO application to combat the longer waiting time for the completion of newer flats.
But on a surprising turn of events, there was a significantly low number of applications for the Feb 2023 BTO sales exercise, with only 15,234 applications registered — the lowest since September 2019, when there were only 7,179 applications. That said, the application rates are higher than the other BTO launches in February, May, and August last year, which means it is stabilising and going back to pre-pandemic levels.
Here’s a definitive list of everything you need to know about the upcoming BTO 2023 launches. We’ll update this page as we get more information, but for now, let’s talk about the Feb 2023 BTO and May 2023 BTO launches.

First, here are a few basic facts about BTO flats
- BTO flats are launched 4 times a year — February, May, August, and November. This is when HDB announces the estates in which the BTO projects will be located.
- The actual BTO projects are announced 3 months before the launch, so you’ll have ample time to plan and decide which town and flat type you’ll go for.
- To book a BTO flat, you will need to ballot for your choice unit. The balloting outcome will be released after about 2 months.
- If your ballot was successful, you’ll get a queue number, which will determine the order in which you can book a flat in relation to other buyers.
- If you have not been invited to book a flat — not shortlisted for booking or all available flats have been taken up before your queue number is due — your application is considered unsuccessful.
- When applying for non-mature estates, first-timer families/ couples get additional chances to apply again if the first 2 applications for non-mature BTOs were unsuccessful.
All about the Feb 2023 BTO launch
Here’s what we know so far about the upcoming BTO launch in February 2023:
- A total of 4,428 BTO flats were launched for sale on Feb 28 across 4 HDB estates for the Feb 2023 BTO exercise, and only 15,234 applications — the lowest number of applications since September 2019, according to experts.
- BTO projects will be released in mature and non-mature estates. For mature estates: Kallang/ Whampoa and Queenstown. For non-mature estates: Jurong West and Tengah.
- The median waiting time for the Feb 2023 BTO projects is about 4.4 years.

Some things to take note of about the Feb 2023 BTO launch:

Kallang/ Whampoa | There will be 2 BTO projects released in the Kallang/Whampoa area, both of which enjoy a full array of amenities. And it’s official: the Race Course/Farrer Park Road site, for the Farrer Park Fields BTO project, falls under the Prime Location Public Housing (PLH) scheme as it’s near the city centre. This project had the highest application rate as compared to all the others launched for sale in this Feb 2023 BTO exercise, at 4.16%. The site at Jalan Rajah, for the Rajah Summit BTO project, is a bit further away from public transport. However, the CTE and PIE are not too far away for those with cars. In fact, parents may like this site for the many schools within a 2km radius. |
Tengah | As the Tengah area remains to be largely undeveloped today, you may have to contend with ongoing construction when you move in to your BTO years later as the town slowly comes into shape. |
Queenstown | Expect some heated competition for the Queenstown BTO project as there are only 730 3- and -4-room units on offer. The site’s proximity to lifestyle amenities, like Holland Village, may draw more buyers in. This BTO project, named Ulu Pandan Glades also falls under the PLH model, like Farrer Park Fields. |
Jurong West | The Jurong West BTO project is one you shouldn’t look over as you will get first mover’s advantage to Jurong Lake District, which has been planned to be Singapore’s 2nd Central Business District. But this BTO project has the least amount of units on offer, and only a unit mix of 3- and -4-rooms, so larger households may have a harder time balloting, or may not even consider this project. |

Kallang/ Whampoa | There will be 3 BTO projects released in the Kallang/Whampoa area, all of which enjoy a full array of amenities. Two of them are located closer to Toa Payoh, whereas the other is closer to Kallang. Located along Jalan Tenteram Road, the first site may attract smaller families with 3-room and 4-room flats. Schools and amenities around the area are also within a 1km radius. Of the two sites closer to Toa Payoh, the Jalan Rajah site offers easy access to the popular eateries and amenities like Toa Payoh Swimming Complex and SAFRA Toa Payoh. The site bounded by Geylang Road, near Kallang, is the most attractive amongst the three, with just a six-minutes walk away from the MRT station. It offers excellent connectivity and is close to Kallang’s sports amenities like Singapore Sports Hub, Indoor Stadium, and more. Leisure Park Kallang and Kallang Wave Mall, with unique features like an ice skating rink and rock climbing wall, are within reach. Food lovers will appreciate its location near local eateries. However, it is likely to fall under the PLH model due to its wonderful location. |
Tengah | At present, Tengah is currently in its early stages of development, with few established amenities around the area. Individuals who are willing to wait and can manage the ongoing construction in the area may be more suitable. |
Choa Chu Kang | The Choa Chu Kang August 2023 BTO development is well-connected to the Bukit Panjang neighbourhood, providing easy access to amenities like Bukit Panjang Plaza. It offers convenient transportation options, including road, bus, and MRT connections to Upper Bukit Timah via Upper Bukit Timah Road, along with access to popular shopping spots like HillV2 and the Rail Mall. |
Queenstown | Expect strong demand for this Queenstown BTO because of its prime location near Commonwealth MRT station, a quick four-minute walk that provides direct access to the CBD in approximately 12 minutes. Residents will also enjoy convenient access to popular dining spots and lifestyle amenities like Holland Village, Star Vista, and Ghim Moh Market, all within walking distance. |
