Since 1 January 2018, all flat sellers must begin their resale journey through the HDB Resale Portal, which has streamlined the process into a seamless, digital experience.

What is the purpose of the HDB Intent to Sell?

The HDB Intent to Sell replaces the old Resale Checklist and helps determine whether you are eligible to sell your flat. Registering your intent to sell HDB through the portal enables HDB to instantly assess your eligibility and provide you with crucial information—such as the Ethnic Integration Policy (EIP) / Singapore Permanent Resident (SPR) quota, upgrading status, billing information for upgrading works, and recent transaction prices of similar flats in your area.

This ensures you’re well-informed from the very beginning of your resale journey, making it easier to plan your next move confidently.

Who needs to register the HDB Intent to Sell?

If you have not previously completed the Resale Checklist or registered an HDB resale intent to sell, you must register through the HDB intent to sell portal. Only one owner needs to log in using SingPass to complete the registration. Salespersons are not permitted to register the intent to sell HDB on your behalf.Your HDB register intent to sell application will be valid for 12 months. If you do not submit a resale application within that period, you’ll need to register intent to sell HDB again.

To begin, visit the HDB Resale Portal and follow these steps:

  1. HDB Intent to Sell Login: Access the portal using your SingPass.
  2. Fill in Your Details: Accurately complete the form with all required information. Mismatched data can lead to your resale application being rejected.
  3. Receive Instant Eligibility Results: The system will assess and display your eligibility to sell. Note that this is indicative and final approval is only granted when the resale application is submitted.
  4. Access Key Information: After registering, the HDB resale portal intent to sell system provides you with essential insights into your flat and neighborhood.

With this step completed, you’re well on your way to listing your home for sale.

What’s next after registering your HDB Intent to Sell?

Once you’ve completed your HDB intention to sell, the portal will prompt you to download the Option to Purchase (OTP) form and calculate your estimated sale proceeds. After a mandatory 7-day cooling-off period, you can issue the OTP to potential buyers. Don’t forget — your HDB intent to sell validity lasts for 12 months, so be sure to submit your resale application within that period to avoid delays.
