Thinking about hiring talents from overseas? There are two types of work passes that allow foreign professionals and skilled staff to work in Singapore – Employment Pass and S Pass.

Singapore Work Pass Requirements

To be eligible for any type of Singapore work pass, all employees must:

  • hold a valid passport;
  • be at least 18 years of age;
  • be qualified for the role (with supporting documents from accredited institutions)

Steps When Applying For Employment Pass

There are four steps to go through when applying for a work pass. The whole process would take approximately three to eight weeks.

Step 1: Submit an ApplicationWho does this: Employer or Employment Agent (EA)
Processing time for online applications: Within three weeks
Document(s) required: Written consent from the Employee

 

Result: Employer / EA will receive an In-principle Approval (IPA) letter.

Step 2: Get the pass issuedWho does this: Employer or EA
Validity:
– Employment Pass (within six months of IPA)
– S Pass (within 60 days)
Processing time: Immediate

 

At this stage, your Employee must be in Singapore.

Document(s) required:
– Employee’s passport details.
– Details of the employee’s current Short Term Visit Pass or immigration pass.
– Employee’s residential address in Singapore that meets the housing requirements.
– A local address for the card delivery.
– An authorised recipient’s contact details to receive an SMS or email on the delivery details.

You may also need to submit PDF copies of these documents:
– Disembarkation / Embarkation card (immigration white card).
– Completed medical examination form or health declaration form.
– Completed declaration form attached to the employee’s IPA letter. The form should be signed by authorised human resource personnel, or any person holding at least a managerial position in the company.

Result: Employer / EA will receive a notification letter.

The notification letter:
– Must be given to the employee. It allows them to start work and travel in and out of Singapore while waiting for the pass card.
– States if the Employee needs to register to have fingerprints and photo taken.
– Validity is one month from the date of issue. Request to extend the validity if there’s a change of travel plans.

Step 3: Register fingerprints and photo (if required)Who does this: Employer or EA and Employee
Validity: Within two weeks after the pass is issued

 

Employer / EA must make an appointment for the employee to visit the Employment Pass Services Centre (EPSC).

The Employee should bring along these documents for the appointment:
– Original passport
– Appointment letter
– Notification letter
– Documents listed in the IPA letter and notification letter

Step 4: Receive the cardWho does this: Employee
Processing time: Four working days after registration or document verification

 

Process:
– The Ministry of Manpower (MOM) will deliver the card to the given local address.
– The authorised recipient will get an SMS or email with the delivery details at least one working day before the delivery.

If card delivery fails:
The Employee has to collect the card at EPSC.

Document(s) required:
– Employee’s original passport
– Notification letter
