Are you and your partner a second-time home buyer? If so, we have good news! To encourage home ownership, the Step-Up CPF Housing Grant (SUHG) will extend support for the housing needs of eligible second-timers applying for a second subsidised HDB flat.

Second-timer families planning to buy 2-room or 3-room, new or resale flats in non-mature estates will receive $15,000.

What should you know about Step-Up CPF Housing Grant?

1. What are the benefits?

There are two main benefits of the grant. Firstly, it could be used to offset the purchase price of the property. And secondly, you may decrease your mortgage loan for the purchase of the flat. Do note that you can neither use the grant for any cash downpayment, nor the monthly mortgage installment payments.

2. Who are eligible?

From May 2019, the Step-Up CPF Housing Grant is extended to second-timer families living in public rental flats who intend to buy 2-room or 3-room, new or resale flats in the non-mature estates.

To be eligible for Step-Up CPF Housing Grant, all these conditions should apply:

  • Your current flat is two-room subsidised flat in a non-mature estate with a 30-year remaining lease.
  • You are looking to purchase a new 3-room flat in a non-mature estate.
  • Your current flat type is either purchased after October 1995, or with a CPF Housing Grant from the resale market.
  • You are a second-timer applying for a second subsidised HDB flat.
  • You and/ or your spouse/ fianc√©(e) are employed at the time you submitted the flat application and have been continuously employed for the 12 months prior to the flat application.

After confirming eligibility, retrieve the grant form during your flat booking appointment. Expect to go through an evaluation of your financial and employment stability as a necessary part of the process.

3. What are the required income documents?

The required income documents for your flat booking appointment will be submitted together with your grant form.

These are the income documents that you need to submit:

If you are employed:
  • 12 months’ payslips preceding the flat application or Letter from employer certifying salaries for 12 months preceding the flat application. The letter must contain the Company stamp/ letterhead and Certifying officer’s name, signature, and designation
  • The CPF Yearly Statement of Account for the current year and the immediate past year
  • CPF statements showing contributions for the 12 months preceding the flat application
If you are self-employed:
If you are a part-time worker:
  • 12 months’ payslips/ commission statements preceding the flat application or Letter from employer certifying salaries for the 12 months preceding the flat application. The letter must contain the Company stamp/ letterhead and certifying officer’s name, signature, and designation.
If you’re commission-based person:
  • CPF Yearly Statement of Account for current year and the immediate past year
  • CPF statements showing contributions for the 12 months preceding the flat application
If you’re an odd job worker:
  • Latest NOA from IRAS
  • Previous year’s NOA from IRAS

4. How long is the grant application process?

Sit back and wait at least three weeks for the inspection process. If needed, additional documentation will also be requested. After you have all the documents, the application will take approximately eight weeks for the approval and completion process.

5. When is the grant received?

The grant will eventually be disbursed before the key collection for the new property, to further ensure that you are financially ready for home ownership. As an eligible Singapore Citizen applicant, expect the Step-Up CPF Housing Grant to be fully credited into your CPF Ordinary Account, instead of a cash disbursement.
