There’s nothing like parenting to make you grow as a person. Everything needs to expand to accommodate each new member of your family: your heart, your pocket, and your home.

For this reason, the HBD implemented the Parenthood Priority Scheme (PPS) in 2013. This scheme gives priority to first-timer married couples with a Singapore citizen (SC) child by allocating a large number of Build-to-Order (BTO) flats and Sale of Balance Flats (SBF) for them at sales launches.

5 important points about the parenthood priority scheme

Married with children? There’s a scheme for you!

1. Couples who are expecting their first child qualify for the PPS.

You have to have at least one SC child who is 18 years old or younger – even if the child is still in the womb! There also is no mention of the minimum or the maximum number of children in the family.

2. Couples eligible for the PPS can also use one other priority scheme.

Acquiring a flat through a priority scheme means balloting. This means your application will have to be drawn among many others for the same scheme for you to be given a flat you can purchase. There is a chance that the supply of flats will not be enough for all the applicants.

There is hope, though. If you qualify for the PPS, you might also be qualified for the Multi-Generation Priority Scheme or the Third Child Priority Scheme. Check the eligibility requirements for these schemes because, on top of the PPS, you can apply for one more priority scheme.

Balloting for each scheme is separate. So, if you weren’t lucky for the PPS, you still have a chance to be balloted in the other scheme you qualify for.

The HDB has noted a decline in the number of applications for the PPS, so much so that for some projects, there was no need for balloting as all applicants were guaranteed a flat. In fact, more families are able to purchase their flats without these schemes.

3. Only first-timer families are allowed to apply.

The main purpose of the PPS is to help first-time applicants who have children to buy their first home, so second-timers are not eligible. But there are other schemes that do not have this limitation, so look them up.

4. Everyone in your application must be eligible.

The application includes everyone in your household: your spouse and your children. To be eligible, you and your family must be first-timers, you as a couple must be legally married, and all of your children have to be SCs.

5. Only BTO and SBF flats are available through the PPS

Your choice of flat type is limited to HDB Build-to-Order (BTO) flats and Sale of Balance Flats (SBF) if you apply for PPS. The scheme does not include Design, Build, and Sell Scheme (DBSS) flats or Executive Condominiums (ECs). Also, flat selection queue numbers are randomly generated for all balloted flat applicants. This means no priority or privilege applies in this area.
