What Is the Minimum Occupation Period (MOP)?

MOP HDB is an important consideration in your property plans

The MOP is the time you’re required to physically occupy your HDB flat before you can sell it on the open market or invest in another private property.

What Is the Purpose of MOP?

Set up in 1971 to curtail the quick turnover of HDB flats due to those looking to make an easy profit, the MOP helps to:

  • Keep HDB flats affordable for homebuyers
  • Foster an owner-occupied community within HDB estates
  • Ensure that public housing serves its purpose of providing long-term residence for Singaporeans

When Does MOP Start and What Is Its Duration?

The MOP officially begins the day you collect your keys from HDB.

For most flat types, the MOP is five years. However, in October 2021, HDB introduced the Prime Location Public Housing scheme (PLH) with an MOP of 10 years, double the duration of regular Build-to-Order (BTO) flats.

What Are the Rules During the MOP?

Think of the MOP as a commitment period. During this time, there are restrictions you must follow.

Selling Your Flat

You cannot sell your flat on the open market during the MOP.

Buying Another Property

You, your spouse, and any co-owners are not allowed to buy another residential property, whether it’s another HDB flat or a private property (locally or overseas).

Renting Out the Whole Flat

You are not allowed to rent out your entire HDB flat during the MOP. It must be your primary residence. Plus and Prime owners are still not allowed to rent out their entire flats even after the 10-year MOP.

Renting Out Rooms

Owners of 3-room and other larger flats, except 3Gen, are allowed to rent out spare bedrooms during the MOP. The key condition is that you must continue to live in the flat with your tenants. You also cannot lock up one room and rent out the rest.

Living Overseas

As MOP rules require you to physically occupy the flat, any period you are not living in the flat (e.g., you are working or studying overseas) will be excluded from the MOP calculation.

What Happens If I Break MOP Rules?

HDB takes MOP infringements very seriously, imposing punishments that may include:

  • A hefty financial penalty
  • Compulsory acquisition of your flat by the HDB
  • Being debarred from buying another subsidised flat

How Can I Check My MOP Status?

The easiest and most accurate way to check your MOP is to visit the official HDB website.

  1. Log in to the My HDBPage portal on the HDB website with your Singpass.
  2. Navigate to My Flat > Purchased Flat > Flat Details.
  3. You will find your Minimum Occupation Period date clearly listed.

Are There Special Exceptions to the MOP?

HDB assesses appeals to sell a flat before the MOP is fulfilled on a case-by-case basis. These are rare and typically granted under exceptional circumstances, such as:

  • Bankruptcy: If you are in severe financial hardship and can prove (through supporting documents such as proof of income loss or official bankruptcy orders) that selling the flat is necessary to avoid bankruptcy.
  • Divorce: The MOP may be waived to allow for the division of matrimonial assets. Documents like divorce certificates and court orders must be submitted.
  • Terminal Illness or Permanent Disability: The homeowner’s medical condition makes it impossible to continue living in the flat. To appeal, you may present a medical report.
  • Relocation: This is extremely rare and would require a compelling reason, such as an overseas job with no possibility of return, and proof like employment contracts or citizenship renunciation documents.

How Will MOP HDB Affect Me If I Want to Sell My Flat?

The MOP is just one of the eligibility conditions you must fulfill before you can sell your flat; there’s also the Ethnic Integration Policy (EIP) and Singapore Permanent Resident (SPR) quota for your block or neighbourhood. There may also be additional requirements you need to meet in the event of bankruptcy or divorce.

  • Tampines GreenRidges
