The Tanjong Rhu Parc Front BTO in February 2025 is the latest addition to the Prime Location Public Housing (PLH) model, set in the highly sought-after Kallang/Whampoa area. Prices start at $211K for 2-room Flexi flats, $399K for 3-room, and $548K for 4-room units.

This project continues the trend of PLH flats being in central locations with high demand, following the overwhelming response to the Tanjong Rhu BTO in June 2024, where Tanjong Rhu Riverfront I and II saw an astounding oversubscription rate of 72.8, with over 2,000 applicants vying for just 228 four-room flats.

Since the launch of River Peaks I and II under the PLH model in November 2021, it’s been clear that PLH flats, with their prime location and strong resale potential, would attract buyer interest due to their proximity to key amenities and the future potential for resale value, despite having the stringent conditions.

Like its name, a primary characteristic of a PLH flat is its prime location or highly desirable area, which includes Kallang/Whampoa, Queenstown, and Bukit Merah. Properties in these areas have high land value and are close to amenities, jobs, and transportation, drawing that high demand from buyers. 

11 Key Facts You Should Know About PLH Flats

1. A PLH flat is located in prime, often central, areas.

2. There’s often a limited supply of PLH flats per BTO launch and more competition.

3. PLH flats are priced higher than non-PLH flats. Without grants, 3-room flats start at $490K and 4-rooms at $528K.

4. Because of higher prices, buyers can get additional subsidies from HDB to keep it affordable.

5. But these subsidies have to be refunded to the HDB when you sell your flat. You’ll have to pay HDB 6% of the resale price or valuation (whichever is higher) upon resale.

6. PLH flats have a longer Minimum Occupation Period (MOP) of 10 years instead of five.

7. PLH flats are smaller; 3-room flats are only 66 sqm instead of the usual 68 sqm, and 4-room flats are 88 sqm instead of 92 sqm.

8. You cannot resell a PLH flat to singles, and the regular BTO income ceiling still applies, which is $14K for 4-room flats or $21K (if purchased with an extended or multi-generation family) and $7K for 3-room flats or $14K (depending on the project).

9. You are also not allowed to rent out the entire PLH flat, even after the 10-year MOP. 

10. You can only rent out individual rooms of your PLH flat.

11. There’s a lower priority quota under HDB’s Family Care Scheme, which replaced the Married Child Priority Scheme (up to 20% instead of 30% for first-timers and up to 2% for second-timers).
