Need some financial breathing room during the quarantine? The Pag-IBIG Fund, the National Housing Authority (NHA), and other key shelter agencies (KSAs) have offered a moratorium on all loan payments for the period of March 16 to June 15, 2020. This is to help ease their borrowers’ financial burdens during the Enhanced Community Quarantine (ECQ) in Luzon, which was imposed last March 17, 2020 to contain the spread of the coronavirus disease or COVID-19.

The Department of Human Settlements and Urban Development (DHSUD), the department that oversees the KSAs, implemented this measure after President Rodrigo Duterte declared a state of national health emergency. The President called upon private and public institutions to help citizens by giving reprieves on rent and extensions on mortgages and bill payments.

Pag-IBIG Fund Chairman and DHSUD Secretary Eduardo del Rosario said, “Pag-IBIG Fund supports the President’s efforts and understands the plight of its members in these challenging times. Our Board of Trustees saw this as an urgent measure and immediately voted for the grant. This moratorium will help alleviate our members’ worries so that they could focus on providing for the basic necessities and safety of their families.”

Who will benefit from the housing loan moratorium?

These deferred payment plans are being offered to borrowers in Luzon only, where the ECQ is in effect.
Other agencies under the DHSUD will also offer a moratorium on loan payments, including the National Home Mortgage Finance Corporation (NHMFC) and the Social Housing Finance Corporation (SHFC).
Over five million KSA member-borrowers will benefit from this moratorium:

  • 260,000 NHA residential accounts
  • Over a million Pag-IBIG housing loan borrowers
  • 4 million Pag-IBIG short-term loan borrowers
  • 240,000 SHFC borrowers (informal settler families)
  • 18,000 NHMFC borrowers

Are non-housing loans covered by the payment moratorium?

The moratorium applies not only to Pag-IBIG housing loans but also to Multi-Purpose Loans and Calamity Loans.

How do I apply for the Pag-IBIG loan moratorium?

Pag-IBIG borrowers may submit their application for this plan once the quarantine has been lifted. You submit your application at the nearest Pag-IBIG Fund branch until June 15, 2020. Also, check out the Pag-IBIG loan moratorium application form online.

What other services have extended payment deadlines due to the ECQ?

The call to help citizens affected by the ECQ was also answered similarly by other government agencies and service providers.

The Bureau of Internal Revenue (BIR) has extended the filing of Income Tax Returns up to May 15, 2020
Banks like the BPI, BDO Unibank, Security Bank, Unionbank, EastWest Bank, Metrobank, Robinsons Bank, CIMB, PSBank, and RCBC have also extended loan due dates.

Telecommunications companies Smart, Globe and PLDT, utility companies Meralco, Manila Water, Maynilad, and other companies have also given 30-day payment extensions and other measures to help their quarantined patrons.
